Tysons Community Alliance is Hiring a Director of Administration and Finance Near Tysons, VA

The Tysons Community Alliance (TCA) is seeking an experienced Director of Administration and Finance to support the organization in its development and growth. The Director will play a key role in designing and implementing effective financial, information technology, and human capital systems and helping to set the course toward achieving the strategic goals of the new organization.

Tysons Community Alliance (TCA) is an independent, non-profit (501(c) 6) community improvement organization, committed to the transformation of Tysons, VA into a vibrant, inclusive, globally attractive urban center where all thrive. By facilitating collaboration, activating places, promoting Tysons and place management, TCA coordinates, plans, and leverages resources to make Tysons a thriving, diverse and competitive urban community. The Alliance's annual base budget is $4 million, with initial funding provided by the Fairfax County Government, and plans to hire a staff of up to 15.

Position Summary

The Director of Administration and Finance will manage, protect, and leverage the resources of the Tysons Community Alliance to further the goals articulated in the business plan. As a member of the founding leadership team, reporting to the Chief Executive Officer, the Director will establish effective organizational, operating, and financial policies and procedures and will facilitate hiring of a startup team of professionals for each core function. Will develop financial, human resource, and administrative systems and technology to provide maximum effectiveness, efficiency, and sustainability in all aspects of the organization, including regulatory compliance, effective risk management, and transparent performance measures. The Director of Administration and Finance will staff the Board of Directors, be the principal liaison with legal counsel, outsourced accountants, and other contractors, and will serve as the FOIA officer. They will ensure that the organization’s commitment to Diversity, Equity and inclusion serves as a core principle in all aspects of operation.

Scope

This position is part of the key leadership team, reporting to the Chief Executive Officer, and supervises one staff member, the Administrative Associate.

Primary responsibilities include the following:

Financial Management

  • Direct preparation of the annual budget; in close collaboration with programmatic leadership, monitor and provide oversight of its application on an ongoing basis, recommending re-forecasting as appropriate.
  • Staff the Budget and Finance Committee of the TCA's Board of Directors to enable effective oversight of, and feedback on, the organization's budget and financial practices.
  • Effectively manage cash flow, maintaining adequate resources to support program initiatives and internal operations.
  • Coordinate with outsourced accountant to produce timely and useful financial reports and statements, and to prepare for and execute TCA's annual audit, and preparation and filing of the 990 and other required tax reporting.
  • Create and continuously monitor appropriate internal controls, financial policies and procedures to effectively protect and manage the assets of the organization
  • Oversee timely, accurate processing and recording of accounts payable and receivable

Procurement

  • Develop and administer a standardized procurement policy for the organization.
  • Negotiate and finalize RFPs and contracts for outsourced services, including accounting, technology support, legal, payroll and more.
  • Serve as contract officer/liaison on all administrative service contracts and approve draft RFPs and contracts for programmatic initiatives.

Human Resources Administration

  • Serve as Chief Human Resources Officer for the organization, responsible for employee relations, EEO /DEIA, professional development and training, recruitment, selection, and onboarding processes.
  • Serve as Administrator for payroll, leave tracking and employee benefits, including 403(b); liaise with brokers for plan selection and design; oversee enrollments and education.
  • Develop personnel policies, procedures, and updates to maintain regulatory compliance and best practices.

Compliance/Regulatory and Risk Management

  • Evaluate and obtain comprehensive business insurance, including workers comp, Directors and Officers, and commercial liability and auto.
  • Serve as the organization’s FOIA officer and as liaison with legal counsel on all administrative matters
  • Develop and oversee Safety and Health policies and procedures, including emergency and COB planning.
  • Adopt appropriate records retention policies and oversee their application
  • Facilitate County permitting applications and processes, in coordination with TCA marketing and events staff

Information Technology Administration

  • Oversee administration, through the direction and management of IT contractors, of telecom and information technology services and resources for the TCA, including hardware and software.
  • Manage internal collaborations and workflow platforms, including ongoing training and onboarding.
  • Administer IT document retention policy

Grants Administration

  • Liaise with Fairfax County financial and administrative staff in receipt of funds and fulfillment of reporting requirements.
  • Approve financial portions of programmatic grant applications; manage administrative response to reporting requirements on all grants from Fairfax County and other government sources.

Qualifications, Skills and Attributes

The successful candidate must be a strategic thinker and problem solver who is energetic, innovative, responsive, highly productive and well-organized. :

  • Minimum five years’ experience managing financial, HR and administrative functions in nonprofit, local government, planning, real estate, community or economic development, and/or related area.
  • Bachelor’s degree required; Master’s degree in related field a plus. Relevant professional experience may be partially substituted for educational requirement.
  • Familiarity working with boards of directors, elected officials, business, property owners and community leaders.
  • Demonstrated knowledge of financial and accounting systems, including QuickBooks and Excel.
  • Thorough understanding of all human resources functions, and knowledge of current best practices.
  • Clear written and verbal communications skills to communicate with a wide range of audiences.
  • Outstanding level of tact and discretion in handling sensitive matters.
  • Strong database management skills.
  • Experience with regulatory functions, including records retention, maintenance and administration of organizational documents, FOIA and other required reporting.
  • Excellent time management and organizational skills, and ability to juggle and prioritize multiple projects. Attention to detail, high productivity and concern for accuracy and excellence.
  • Must be a team player, flexible and adaptable as circumstances evolve.
  • Startup organization experience a plus, including establishing systems, recruiting, hiring and onboarding effective teams, and successfully managing all financial functions.

Compensation and Benefits

We offer a starting salary range of $120,000-$150,000, depending on experience, plus a comprehensive benefits package including 403(b)), Health, Dental, Vision, Life and Disability coverage, Transit/Parking, and ample paid time off.

The responsibilities of this position call primarily for in-person presence, including occasional weekends and evenings, with some opportunity for remote work.
